The United States, closer to sealing the end of minimis. The Senate of the American power approved on Tuesday the budget bill promoted by Donald Trump. The initiative of the President of the United States, which must now be ratified by the House of Representatives, contemplates different measures that have caused a stir, such as the reduction of tax collection by up to 4 billion.

The bill, however, has been celebrated in the fashion sector, as it includes a section that would officially close the tax exemption known as minimis, which allows low-value packages to enter the country without paying duties. As opposed to the executive orders announced by Trump in the first half of the fiscal year, this inclusion would legally seal the closing of the loophole.

“This decision will help rebalance conditions for the domestic textile industry, which over the past two years has suffered from the closure of 28 mills,“ celebrated Kim Glas, president and CEO of the National Council of Textile Organizations (Ncto). The proposal would close the loophole for China, as well as for the rest of the world’s countries, definitively in July 2027.

Trump’s bill must now receive the approval of the country’s lower house, which will approve and, if they deem it necessary, modify the text approved by the Senate. In the last step before its approval, the law will need the signature of the country’s president, the driving force behind the reform.

“We urge Congressional leaders to ensure that this provision is included in the final version of the bill, which would bring us closer to achieving an important milestone for the U.S. textile industry,“ Gas added.

Although the possibility of abolishing the minimis law has been demanded by the fashion industry for some time, the main challenge lies in the additional management that would be involved in monitoring all the packages that currently benefit from the exemption. To avoid a collapse, therefore, the text facilitates a process of elaboration of tools and procedures available to the customs service.
